Crowley championed Milwaukee County’s first-ever affordable homeownership subdivision in Oak Creek, expanding access well beyond city limits. He’s invested in communities like West Allis, Franklin, and South Milwaukee — directly confronting the racial disparities in housing access that have long kept many Wisconsin families from living in the neighborhoods of their choice.

Under Crowley’s leadership, Milwaukee County implemented the Housing First model — a nationally recognized, evidence-based approach that prioritizes stable housing as the foundation for every other life outcome. The results are measurable: Milwaukee County has reduced its overall homeless population by more than 46% over five years, saving taxpayers more than $30 million in the process. Milwaukee County now holds the lowest rate of unsheltered homelessness per capita in the United States.

Crowley has also invested in eviction prevention, flexible rental assistance, and home repair programs through his county budgets — because keeping families in the housing they already have is just as important as building new units.

Crowley has been direct about how he sees this issue: “Housing is a matter of public health and housing security is a critical social determinant of health. Our shared vision includes expanding equitable access to safe, quality, and affordable housing.”
